Course at a glance:
This course directs you through the five stages of a Homeland Security plan. It walks you through step by step with the data, software tools and strategy to create your communities Homeland Security plan. The maps you create show you how to apply Geospatial tools and thinking to this common problem. The five stages illustrated are; Risk Assessment, Mitigation, Preparedness, Response and Recovery.
- Risk Assessment…
- Determine which community resources are most critical to the safety and stability of the community within the first 72 hours of an emergency.
- Determine which community resources are most vulnerable to breaches in security and stability.
- Coordinate disparate interests and values among stakeholders within and between the community agencies.
- Mitigation…
- Determine ways to circumvent possible attack and damage to critical resources before they occur.
- Phase a mitigation plan in conjunction with the DHS Homeland Security Threat Advisory System.
- Preparedness….
- Create evaluation plans that ensure the safe departure of a community’s resident’s away from a danger zone in the event of an emergency.
- Identify security measures to ensure stability and safety in and around a danger zone in the event of an emergency.
- Identify location of first responders in police, fire, and hospital agencies.
- Develop methods for efficient first responder dispatch and access to danger zones.
- Response…
- Identify location of first responders in police, fire, and hospital agencies.
- Develop methods for efficient first responder dispatch and access to danger zones.
- Recovery…
- Identify the location of residents in a community most in need of critical life sustaining resources.
- Locate sites for mobile food, water, and medical response resources.
- Allocate fixed shelter resources to evacuated residents
- Identify areas where residents with special needs may require additional recovery resources in the event of an evacuation.

Why is this topic important?
The creation of the Department of Homeland Security (DHS) in the aftermath of September 11, 2001 has brought together 22 previously disparate domestic agencies to manage and secure America’s homeland. Many of these agencies focus on very different elements of American life, from immigration and transportation, to energy management and agricultural inspection.
The management and analysis of such disparate types of information and data is ideal of for a Geographic Information System (GIS). The one factor that each of these elements has in common is that they all occur at a location somewhere in a community. Schools have street addresses, borders, and customs inspection stations that are located along boundaries, and transportation networks link places one to another. All of these features can be recorded and mapped to display their location in a community, as well as their relative location with respect to other features.
